Investment Advisers and Private Fund Managers: Offering crypto through an investment adviser requires specialized knowledge and expertise. The pro-crypto regulatory environment offers an important opportunity for firms to evaluate and integrate digital asset solutions into their advisory offerings. We will collaborate with you to identify and mitigate the risks related to offering crypto through an investment adviser. Services include custody policy and best practices, AML policies tailored to crypto firms, preparing and submitting regulatory filings including the form ADV, Form PF, Form D, Blue Skys and other relevant items. Outsourced Chief Compliance Officer: Crypto Regulatory Solutions may serve as your outsourced chief compliance officer and oversee the Firm’s compliance program and be responsible for regulatory filings and ongoing compliance oversight.

​Crypto Projects: We provide back-office support for crypto projects that includes fractional COO and CFO leadership with day-to-day execution across operations, accounting, treasury, payroll, and governance—bridging the gap between decentralized innovation and institutional-grade discipline. We also provide regulatory guidance, engagement, and solutions for crypto projects. It is important to have a seat at the table and include your views as part of the administrative record, while new regulations are being drafted, and policymakers are making decisions about the future of the industry.

​Policy and Advocacy: The time is now to communicate with regulators on pending and future regulations. We assist with communicating with regulators including SEC Crypto Task Force, CFTC, among others.

​AML: Anti-Money Laundering is a regulatory focus for crypto firms, and we provide AML solutions and guidance to comply with regulatory requirements and best practices. We have experience with U.S., Cayman Islands, and BVI AML compliance requirements and can serve as an AML officer.
Banks and Credit Unions: We provide guidance and manage the registration process for Genius Act compliant stablecoins. We also assist in due diligence on digital asset solutions.

MARK DEMPSEY
Mark Dempsey is a seasoned compliance executive with decades of experience working with investment advisers, broker-dealers, financial institutions, and private funds. Mark’s work includes experience at the Financial Industry Regulatory Authority in Market Regulation, where he gained firsthand expertise in rulemaking, enforcement, and
firm examinations.

He has since held senior leadership roles, including Chief Compliance Officer at Navy Federal Investment Services, the investment arm of Navy Federal Credit Union, and in-house compliance leadership at MissionSquare Retirement. In recent years, Mark has served as an outsourced compliance officer and consultant, advising venture capital and hedge fund managers with a focus on crypto and emerging asset classes. He was among the earliest professionals to address the complex compliance challenges in the digital assets space, giving him a depth of knowledge that few in the industry can match.

Mark’s career reflects a rare combination of regulatory insight, in-house leadership, and advisory expertise, making him a trusted partner for firms navigating complex compliance challenges. Based in the nation's capital, Mark is located at the forefront of crypto policymaking at the SEC, U.S. Treasury, CFTC, and a host of banking and credit union regulators, providing him with unique access and insights into the evolving regulatory landscape. Whether through participating in roundtables at the SEC, or tracking Congressional hearings, he can help anticipate changes, and guide clients through emerging compliance requirements with confidence.
He lives in Washington, D.C. with his wife, Leah, a financial services lawyer, and lobbyist, and their two children. Mark is a Veteran who served in the United States Marine Corps.

Nate, a seasoned attorney, is a well-recognized advisor providing regulatory insight, practical compliance experience, and deep engagement in the crypto ecosystem making him a valuable partner for organizations seeking to build or expand digital asset offerings with confidence.

He serves as General Counsel at Hadron Labs, where he leads all legal and regulatory strategies for the company’s cutting edge blockchain and distributed ledger technology (DLT) initiatives. A seasoned attorney admitted in Maryland and the District of Columbia, he brings deep experience navigating complex regulatory environments and translating emerging technologies into compliant, scalable business solutions.
​Recognized for his thought leadership in cryptocurrency and decentralized systems, Nate is an active contributor to leading Web3 and legal innovation communities, including BanklessDAO, LexDAO, LeXpunK, and the Blockchain Lawyers Group. His work has also been featured in Bankless’ Decentralized Law publication, reflecting his commitment to advancing responsible innovation in the digital asset space.

​Beyond his industry involvement, Nate strengthens the legal profession through service on the Maryland State Bar Association’s legal ethics committee and previously on the Montgomery County ethics committee.
